Statement from II Council Member at World Bank Safeguard consultation in Tokyo

Nagase Osamu, II Council representative for the Asia Pacific region, attended the consultation meeting in Tokyo. In his speech Nagase said that:

  • All safeguard policies must be inclusive for people with all types of disability
  • Convention on the Rights of Persons with Disabilities must be followed when reviewing the safeguards.
  • People with disabilities must participate in the review process.

Dr Stephen Linder responded that the World bank had been consulting with experts and focus groups that included people with disabilites. He also said that disability was mentioned at the other consultation meetings in the Hague and Oslo.

Other disability groups who participated in the discussion were DPI, Down Syndrome Japan, Inclusion Japan and Human Rights Watch
