Inclusive Education: What Needs to Change
Many people with intellectual disabilities face barriers to education. In many places, they are sent to separate ‘special schools’ instead of learning alongside other students. Even when schools say they are inclusive, they often are not.
This handout explains:
- The barriers people with intellectual disabilities face in education.
- What good inclusive education looks like.
- What governments, schools, and others can do to make education truly inclusive.
Self-advocates from around the world share their experiences and ideas for change. They call for education systems that welcome and value all learners, with the support they need to succeed.
This document was prepared for the Global Disability Summit 2025, with support from UNICEF and the German Federal Ministry of Economic Cooperation and Development (BMZ).
